Hanoi Policy Advice Workshop



On July 12, 2023, in Hanoi, the University of Transport Technology in collaboration with the United Nations Development Program (UNDP) and the SolutionPlus project held a Consultation Workshop on “Policy Advice for electric two-wheers sharing in Hanoi” to discuss policies and measures to promote the bicycle and motorbike sharing system in Hanoi city.


Attending the workshop, there were 45 participants from various organizations including representative leaders of Vietnam National Traffic Safety Committee; Ministry of transport, specifically Department of Science, Technology and Environment, Department of Transport, Institute of Strategy and Transport Development; Hanoi People's Committee, Hanoi Hanoi Department of Transport, Hanoi Public Transport Management Center, Hanoi Department of Industrial and Trade, Hanoi Traffic Police, Hanoi Electrical Corporation, Hanoi Transport Corporation and transport companies in the field of EV sharing.



At the workshop, Mr. Dao Xuan Lai - Head of Climate Change & Environment Division - UNDP Viet Nam said that greenhouse gases and greenhouse gas effects have increased global temperature, causing severe climate change for past decades. Currently, countries around the world are very concerned about climate change and ecosystem degradation. Transport is one of the main activities generating greenhouse gases. Proposing solutions to reduce emissions in traffic is very necessary. In Vietnam, the Government and agencies, departments and sectors from central to local levels have orientations, commitments and plans in the green transport development strategy. Therefore, developing shared electric bicycles and motorbikes to help people conviniently access mass public transport, reducing personal vehicles is one of the solutions to contribute to reducing greenhouse gas emission in urban transport. Each of us needs to change our perception, use public transport more responsibly. In the coming time, Hanoi needs to develop policies on how to ensure the successful and effective deployment of shared electric bicycles and motorbikes. Communication programs, incentive policies for the private sector to invest in this model such as investment support policies, infrastructure planning policies, financial and price support policies so that businesses can access it more easily.



According to Dr. Nguyen Manh Hung – Vice President of the University, the SOLUTIONSplus’s demonstration of electric two-wheeler sharing for last mile connectivity from BRT Van Khe station to AEON Mall Ha Dong, which is implemented by the University of Technology from November 28, 2022 to May 28, 2023 has contributed to bringing the image of a new traffic model to Hanoi's traffic picture. This is contributing to the City's goals of enhancing the public transport, reducing the use of personal vehicles, reducing greenhouse gas emissions, and improving air quality in Hanoi.


The discussion sessions have bring about many contributive comments and inputs. Significantly there were inputs from representatives of Vietnam National Traffic Safety Committee; Department of Science, Technology and Environment, Department of Transport, Institute of Strategy and Transport Development under Ministry of Transport, UNDP, Hanoi Department of Transport, Hanoi Public Transport Management Center, Hanoi Department of Industrial and Trade, Hanoi Traffic Police, MBI Motors and AEON Mall, in which contrubutive comments focused on the demo activities of EV sharing from BRT station to AEON mall, the challenges and difficulties for implementing this new transport model of sharing EV, thereby making recommendations and solutions to the development and improvement of the policy.


From the actual pilot operation process and international model research activities, the research team has completed the development of two reports namely "Policy Advice Paper for Electric Vehicle Sharing in Hanoi" and "Hanoi Demo Result Transfer". These two reports have been hightly appreciated. It is feasible and initially helps the city issue a policy to develop shared electric bicycles and motorbikes in Hanoi.


The replication of the pilot model as well as transfering of the project demo results to the enterprise needs to meet the minimum technical requirements such as density, station size, management App, etc. to ensure the effectiveness. These activities also need the participation and cooperation of potential businesses and need to continue to have effective support from donors.




The participants also acknowledged and appreciated UTT implementation of SOLUTIONSplus’s demonstration which contributes to creating initially the habit of using public transport in Hanoi community. At the same time, the pilot activity is also an important practical basis for proposing and promulgating a policy of sharing electric bicycles and motorbikes in Hanoi city.
