The SOLUTIONSplus project aims to enable transformational change towards sustainable urban mobility through innovative and integrated electric mobility solutions. To deliver this objective the project will boost the availability of electric vehicles, foster the efficiency of operations and support the integration of different types of e-mobility in large urban areas and addressing user needs and local conditions in Europe, Asia, Africa and Latin America. 

The project SOLUTIONSplus sets up
a global platform for shared, public and commercial e-mobility solutions, and to kick start the transition towards low carbon urban mobility. The project encompasses city level demonstrations to test different types of innovative and integrated e-mobility solutions, complemented by a comprehensive toolbox, capacity development and replication activities. 

The project brings together highly committed cities, industry, research, implementing organisations and finance partners. Through numerous synergistic projects, networks and a strong technical experience, the project will be able to deliver its highly ambitious goals. Direct co-funding contributions will be provided by partner cities and SOLUTIONSplus works closely with UN Environment and the International Energy Agency (IEA) on a joint global urban e-mobility programme that will significantly boost replication and impact of this Innovation Action. 

Through the regional platforms, a global programme and local teams, the project aims to develop highly effective and innovative approaches to urban e-mobility ensuring that mobility systems and interventions from this project deliver on the Paris Agreement, meet the Sustainable Development Goals and address the New Urban Agenda.

Project Partners

The UEMI is a joint initiative of the SOLUTIONS partners, building on international activities in the areas of sustainable urban development, energy, mobility, and focusing on the equal access provision of urban basic services in Africa, Asia and Latin America. UEMI supports the exchange of equal and sustainable urban solutions between cities in Asia, Africa, Europe and Latin America, amassing a wealth of experience and technical knowledge from international organisations, consultants, cities, and experts involved in transport issues and solutions.

Pasig is said to be unique for its geographical features that strategically places it adjacent to the country’s major business districts. It is because of this that Pasig envisions itself to provide Metro Manila and Eastern neighbouring cities Rizal, Laguna and Quezon, with urban services and facilities that would bring to fruition their central place in the country. Pasig, highly urbanized city in Metro
Manila, had a population of 755,300 in 2015 (evening) and is estimated to have a daytime population of over 1.2 million people.

Kathmandu is Nepal’s capital and the largest city. Kathmandu valley includes 3 cities – Kathmandu, Lalitpur and Bhaktapur, with a combined population of more than 2.5 million people. Nepal’s GDP per capita is US$835 (2017) and the country’s CO2 emission is about less than 0.1% of global emissions (as of 2010). Nepal does not have fossil fuel reserves so relies on foreign imports. The majority of Nepal’s electricity is from hydropower generated within the country.

Hanoi, the capital of Vietnam, has a population of 7.7 million and the 2nd most populated city in the country. The urban area of Hanoi is about 320 sq. km. Vietnam’s GDP per capita was 2,060 US$ in 2016. Vietnam currently contributes 0.6% of the world’s total GHG emissions. The country’s GHG emissions for transport was 31.9 tonnes (1990-2014). Vietnam’s high dependence on private vehicles powered by fossil fuels has resulted in increased GHG emissions and air pollution. Transport accounts for 12.7% of the total GHG emissions of Vietnam.

Montevideo, the capital city of Uruguay, has a population of 1.3 million, more than 30% of the country’s population. Uruguay’s GDP per capita is US$16,245, amongst the highest in the region. In 2014 its per capita CO2 emissions were 2 tonnes. Uruguay has undergone a structural transformation of its electricity system, so that more than 90% of the electricity generated now comes from renewable sources.

In 2016, Ecuador’s GDP per capita was US$6,000 and it generated per capita CO2 emissions of 2.44t. Despite the fact that Ecuador’s economy is highly dependent of oil exports, for decades, the high subsidies on fuels have been a huge burden on the national budget. Given the increased motorisation rate, the subsidies reached US$1.7 billion in 2018. As a result, in December 2018 the national government decided to increase the price of gasoline for private vehicles by 25%. Moreover, in 2008 Ecuador started the transformation of its energy matrix with the construction of 8 hydropower plants. 

Dar es Salaam, with a population of around 4.3 million (annual growth rate 5.6%), is the largest city in Tanzania. In 2017 Tanzania’s GDP per capita (PPP adjusted) amounted to $2,945. CO2 per capita in Tanzania was estimated at 0.221 metric tons in 2014 with the transport sector contributing 57% of the total CO2 emissions from fuel combustion.

Kigali, the capital of Rwanda, has a population of more than 1 million (2012). As the country’s commercial and administrative hub, Kigali is rapidly urbanizing and the city’s major economic sectors are challenged with issues ranging from congestion, pollution, deteriorating infrastructure, among others. Rwanda’s CO2 emissions per capita is estimated at 0.074 in 2014; and in Kigali, the transport sector contributes about 52% of CO2 emissions.

Madrid, the capital of Spain, has nearly 3.2 million inhabitants. Madrid’s energy consumption amounts to approximately 5.5% of Spain’s total consumption, and the city’s GHG emissions comprise 5% of national totals. Madrid’s transport sector is responsible for 53% of direct emissions and 36% of total emissions. The city is currently reducing the intensity of private motor vehicle traffic by promoting public transport and encouraging pedestrian and bicycle transport.

Hamburger Hochbahn AG is the largest transport company in Hamburg. It operates the Hamburg subway and a large part of the Hamburg city bus network. The Hochbahn is one of the largest public transport companies in Germany and the largest service provider in the Hamburg transport network. Hochbahn provides nearly half of all public transport services within Hamburg Public Transport Association.

ABB b.v. is manufacturer of EV charging equipment, including interfaces to backend systems for remote status information, diagnosis, repair, over-the-air software updates, exchange of EV driver related authentication and payment services. ABB lays the foundations for a future of smarter, reliable, and emission-free mobility, accessible by everyone, everywhere.

Clean Air Asia (CAA) is leading the mission for better air quality and healthier, more liveable cities in Asia and the Pacific for 17 years. Established in 2001 by the Asian Development Bank, World Bank, and USAID, it envisions an “Asia without air pollution.” The organization works with national and city governments, the private sector, and development agencies to reduce air pollution and greenhouse gas emissions in over a thousand cities in Asia.

CODATU is a 39 years old association with international vocation whose objective is to promote sustainable mobility policies through training activities and scientific exchanges on urban and peri urban mobility. It is based on knowledge sharing between the developing countries and the countries which industrialized first.

RF, founded in 1978, is headquartered in Orbassano (Turin, Italy), with other branches located across Italy, is the principal research and innovation centre of FCA (Fiat-Chrysler Automobiles) one of the world’s leading vehicle manufacturers with brands that include Fiat, Fiat Professional, Alfa Romeo, Lancia, Maserati, Jeep, Chrysler, Dodge and RAM.

Centro Mario Molina Chile (CMM), founded in 2004, is a research and development center, accredited by CORFO (Chilean Agency for Economic Development). The CMMCh, since its foundation, has been defined as a Limited Liability Company, which carries out activities that are under the scope of non-profit organizations and research centers. In this way, the CMM has developed several projects and studies with the UNEP, the Inter-American Development Bank, Tekes (funding agency for research funding in Finland), Deutsche Gesellschaft für Internationale Zusammenarbeit recently, and other national and international organizations.

Li Wan V.O.F (CLI) is an organization set in Belgium to connect the technology companies invEurope in renewable energy sector and AIOT sector to China investors and help them to develop market in China. CLI assists in establishing links between projects, industrial businesses and parks as well as cities levels between China and Europe. Under the SOLUTIONSplus project, CLi will demonstrate the multimodal transportation system in urban system and make assessment, a leading step to connect technology to China market. We can support the solutions demo from EU side and help Nanjing side to localize and industrialize the technical solutions.

Dynniq is a technical systems and service provider in the domain of Mobility, Parking and Energy. It combines electrical and mechanical engineering and ICT to the best solutions for moving people, materials, energy and data flows. Dynniq provides services throughout the entire technology life cycle and business processes with customers and operates in the following markets: traffic control and management, parking systems, energy (incl. DC-grids), and public lighting. Dynniq works at interurban and urban roads, airports, rail, water and parking facilities and energy distribution networks. With more than 1,800 professionals Dynniq is working for nearly 1,000 customers in and outside Europe and achieves annual revenues of around 400 million euro. Dynniq is active in The Netherlands, Belgium, the United Kingdom, Ireland, Denmark, Sweden, Finland, Poland, Croatia, Russia and other countries in Eastern Europe. Dynniq is also engaged in activities outside Europe.

The German Aerospace Center (DLR) is the national aeronautics and space research centre of the Federal Republic of Germany. Its extensive research and development work in aeronautics, space, energy, transport, security and digitalisation is integrated into national and international cooperative ventures. In addition to its own research, as Germany’s space agency, DLR has been given responsibility by the federal government for the planning and implementation of the German space programme. DLR is also the umbrella organisation for the nation’s largest project management agency. DLR has approximately 8000 employees at 20 locations in Germany: Cologne
(headquarters), Augsburg, Berlin, Bonn, Braunschweig, Bremen, Bremerhaven, Dresden, Goettingen, Hamburg, Jena, Juelich, Lampoldshausen, Neustrelitz, Oberpfaffenhofen, Oldenburg, Stade, Stuttgart, Trauen, and Weilheim. DLR also has offices in Brussels, Paris, Tokyo and Washington D.C.

DTU is ranked as one of the foremost technical universities in Europe, continues to set new records in the number of publications, and persistently increase and develop our partnerships with industry, and assignments accomplished by DTU’s scientific advice. DTU has a strong expertise in the areas of technologies related to electric grids and charging of electric vehicles. DTU has been part of projects / pilots that are testing the feasibility of Vehicle to Grid applications. These projects are partnerships between academia and industry.

European Road Transport Telematics Implementation Coordination Organisation-Intelligent Transport Systems & Services Europe S.C.R.L. (ERTICO -ITS Europe) (www.ertico.com) is a multi-sector, public-private partnership promoting and deploying ITS in Europe. With 120 partners, representing 8 different sectors, ERTICO is the pan-European platform that brings all key ITS stakeholders together along the entire value chain. The 8 sectors are: mobile network operators, public authorities, research institutions, service providers, suppliers, traffic and transport industry, users and vehicle manufacturers. ERTICO has a long track record of designing and managing
research and pre-deployment projects.

In a rapidly urbanizing world, societies become more and more conscious about their energy consumption and its impact on the environment. As a result, people feel the need to travel as efficient as possible and without the air pollution emitted by the combustion engine we use nowadays. Having the ambition to facilitate this global transition, FIER Automotive accelerate the development of the technology and platforms needed to create and establish the mobility solutions of the future. FIER Automotive & Mobility was founded at the Erasmus University in Rotterdam to facilitate innovative and economic research in the automotive industry. In 1994, FIER Automotive became an independent company. Early 2008 we moved our office to the city of Helmond, where FIER Automotive was one of the initiators of the AutomotiveCampus.

The International Council on Clean Transportation is an independent non-profit organization founded to provide first-rate, unbiased research and technical and scientific analysis to environmental regulators. ICCT’s mission is to improve the environmental performance and energy efficiency of road, marine, and air transportation, in order to benefit public health and mitigate climate change. In Europe for instance, ICCT played the crucial role in bringing to light the “emissions gap” in Europe in both passenger-car CO2 and diesel NOx; and extending policy makers’ and the public’s awareness of the scope and scale of the problems. ICCT continues to research into the technical foundations underlying the EU’s plans to regulate CO2 emissions from heavy-duty vehicles and to reform the legislation supporting low-carbon fuels in Europe. ICCT engages with cities and other local governments in supporting their efforts to improve local air quality and finding effective ways to kindle a transition to electric vehicles.

ICLEI-Local Governments for Sustainability is the leading city networking connecting more than 1,500 cities, towns and regions committed to building a sustainable future. Founded in 1990 and now with 23 regional secretariats and offices globally, ICLEI addresses the local impacts of unprecedented global change, from climate change to urbanisation, aiming for urban development to have least possible impact on global system and to build communities that are people-centred and equitable. ICLEI EcoMobility initiative brings together cities committed to advancing urban mobility to conceptualise, design and implement people and climate friendly urban mobility options that encourage innovation and entrepreneurship. ICLEI has considerable experience in providing cities with capacity training and knowledge dissemination in the field of sustainable urban mobility through EcoMobility Days, EcoMobility World Festival and Congress, EcoMobility Workshops, and various projects since 2012. ICLEI EcoMobility events also raise the awareness of sustainable urban mobility, encourage public participation as well as public-private partnership, foster city-to city exchange and escalate knowledge dissemination.

Is a leading company specializing in providing design, engineering, testing and homologation services to the automotive industry worldwide. Aiming at being up-to-date in innovation, research and development, IDIADA counts on cutting-edge technology in facilities and equipment. More than 2.500 engineers and technical profiles (Physicists, Mathematicians, etc) are developing, researching and innovating within this working environment. The core services IDIADA provides are: Engineering, Proving Ground services and Homologation. Main fields of engineering activity are power train development, emissions, noise & vibration, fatigue & durability and active and
passive safety.

The Institute for Transportation and Development Policy, a tax-exempt corporation registered in Nairobi, Kenya in 2017, works with cities worldwide to bring about transport solutions that cut greenhouse gas emissions, reduce poverty, and improve the quality of urban life. ITDP is comprised of some of the world’s leading experts in sustainable urban transportation and urban development.

Lindholmen Science Park AB is jointly owned by Chalmers University of Technology, the City of Gothenburg and the business community. Without private gain, Lindholmen Science Park AB strives toward the vision to strengthen Sweden’s competitiveness with focus on future mobility for people and goods through two parallel assignments. One is to develop the ecosystem within Lindholmen Science Park’s geographical area and the second is to run programs and activities promoting innovation and research. Lindholmen Science Park provides a neutral development environment where players from the business community, academia and society, together can conduct major research and development projects.

Zaragoza Logistics Center (ZLC) is an international center of excellence for research and education in logistics and Supply Chain Management that actively engages with industry and the public sector to develop and disseminate knowledge. ZLC acts as a catalyst for innovation and research in the area of logistics and SCM.

With 30 years of experience and a wide portfolio of modular solutions it is the leader in the Italian market of innovative ERP applications for transport companies and integrated IT applications for the wider concept of smart mobility. Its core products are applications for ticketing and payment platforms, Automated Fare Collection, Fleet Management and Fleet Maintenance, Demand Responsive Transport, Access control, etc. that can be employed in various scenarios and topics, such as in the collective public and private transportation, both road and railway sectors, parking, vehicle sharing, logistics, ferries, telecommunications, events, city services, etc. The company has also become member of a number of networking associations in order to expand its knowledge and business relationships in Europe and worldwide. The associations are ERTICO – ITS Europe, UITP (International Association of Public Transport), MaaS Alliance, Calypso, TTS Italia (ITS Italian Association), CLUB ITALIA (ContactLess Technologies Users Board), EPA and AiPark (European and Italian Associations of Parking Operators).

POLIS (www.polisnetwork.eu) has been a European network for dialogue and cooperation on innovative urban transport issues between cities and regions since 1989. It currently represents 78 cities, regions and transport authorities from all over Europe. POLIS' objective is to support European cities and regions to improve the quality of life of their citizens through innovative measures for sustainable urban transport. The network facilitates access to European initiatives and research programmes for its members, looking into solutions for urban and regional mobility through innovative governance approaches, in the field of health and environment, traffic management and intelligent transport systems, road safety, and social and economic access. POLIS events, publications and in-house expertise create opportunities for members to exchange experience and forge partnerships among themselves, with the industry and the research community, and to develop innovative policy-responsive transport solutions.

Rupprecht Consult – Forschung & Beratung GmbH is a fully independent research and consultancy company based in Cologne, Germany. The company employs 17 internationally experienced consultants who are working on sustainable urban development, transport, energy and environment, information technologies and innovations to society. Its main services are targeted to cities/regions and international organisations and include project development and management, evaluation and assessment of project impacts, dissemination, capacity building, strategy development, and independent project monitoring. Rupprecht Consult has been involved in many EU-funded research and development projects in the area of Urban Transport and Sustainable Development.

The Partnership on Sustainable, Low Carbon Transport (SLoCaT Partnership) is an international multi-stakeholder partnership of over 90 representing transport sector organisations, UN entities, multilateral and bilateral development organisations, NGOs, philanthropy, academia think tanks and the private sector. Since its establishment 10 years ago, SLoCaT promotes the integration of all modes of sustainable, low carbon transport in global climate and sustainability policy frameworks. It also enables knowledge and action towards the implementation of sustainable, low carbon transport with a focus on developing countries in Asia, Latin America and Africa. SLoCaT develops its mission through knowledge and data analysis, policy advocacy and multistakeholder dialogue and coalition building. The SLoCaT Foundation (officially ‘Stitching Partnership on Sustainable, Low Carbon Transport (SLoCaT) Foundation’) was established in July 2014 in The Hague, the Netherlands to enable, facilitate and support the SLoCaT Partnership in promoting sustainable, low carbon transport.

The internationally renowned Technische Universität Berlin is located in Germany’s capital city at the heart of Europe. Our academic activities are focused on achieving sharply-defined goals: building a distinctive profile for our university, ensuring exceptional performance in research and teaching, providing our graduates with excellent qualifications and a modern approach to university administration. The TU Berlin strives to promote the dissemination of knowledge and to facilitate technological progress through adherence to the core principles of excellence and quality. Strong regional, national and international networking with partners in science and industry are an important aspect in these endeavours. The Habitat Unit to which the research group will be affiliated is a globally networked research and teaching centre developing new approaches, expertise and application-oriented tools relevant for global urbanisation and urban change processes.

With a footprint in more than 20 countries, 37,900 employees, and external revenue of 6.9 billion euros (2017), T-Systems is one of the world's leading vendor independent providers of digital services headquartered in Europe. T-Systems is partnering its customers as they address the digital transformation. The company offers integrated solutions for business customers. The Deutsche Telekom subsidiary offers onestop shopping: from the secure operation of legacy systems and classical ICT services, the transition to cloud-based services (including international networks, tailored infrastructure, platforms and software) as well as new business models and innovation projects in the Internet of Things. T-Systems can provide all this thanks to its global reach in fixed-network and mobile communications, its highly secure data centers, a comprehensive cloud ecosystem built around standardized platforms and global partnerships, and the ability to offer top levels of security.

TNO (Nederlandse Organisatie voor toegepast-natuurwetenschappelijk Onderzoek TNO) is one of the major contract research organisations in Europe. With a staff of approximately 3500 and an annual turnover of 580 million Euros, TNO is carrying out research in order to achieve impact on the following seven themes: Healthy Living, Industrial Innovation, Transport and Mobility, Energy, Built Environment, Information Society, and Defence, Safety and Security. TNO functions as an intermediary between basic research organisations and industry. By translating scientific knowledge into practical applications, TNO contributes to the innovation capacity of businesses and government. TNO is involved in many international projects (about 30% of the market turnover), including EU-funded collaborations.

As the only worldwide network to bring together all public transport stakeholders, UITP is active in all aspects of public transport and sustainable transport modes at urban and regional level. UITP acts as a forum for public transport authorities, operators, policy decision-makers, scientific institutes and the public transport supply and service industry, for worldwide cooperation, business development and knowledge sharing between its (more than) 1,600 members companies from 99 countries in the world.

UNEP is implementing its global electric mobility programme, supporting more than 45 lowand middle-income countries with the introduction of electric mobility. UNEP is supporting more than 35 countries with the introduction of national policies and standards to promote electric light duty vehicles – in all regions. Most of these projects are focusing on developing standards and fiscal reforms to reduce taxation for electric cars.

UN-Habitat, the United Nations agency for human settlements, helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live in dignity. Under Urban Mobility, UN-Habitat seeks to promote a paradigm shift away from the movement of vehicles to equitable and sustainable access of citizens to work places and services and improved movement of goods within the city.

University of Transport Technology is a public university under the Ministry of Transport in Vietnam. The university provides associate, undergraduate and postgraduate education in various areas of transport.

Two entities of Valeo are contributing to the current project proposal:
- Valeo Management Services, the legal entity of Valeo’s Group headquarters (hereafter
Valeo Group);
- Valeo Embrayages SAS, the legal entity representing Valeo Special Vehicle Application (hereafter Valeo VSA), a small entity dealing with development and engineering of powertrain solutions for special vehicles (2-3 wheelers, etc.).

VIRTUAL VEHICLE Research Center (V2C2) has positioned itself as an independent, international platform for research and development in the automotive industry. It addresses the gap between academic research and the needs of industrial R&D departments.

The Volvo is one of the world’s leading manufacturers of trucks, buses, construction equipment and marine and industrial engines. The Group also provides complete solutions for financing and service. The Volvo, with its headquarters in Gothenburg, employs about 100 000 people, has production facilities in 18 countries and sells its products in more than 190 markets.

VTT Technical Research Centre of Finland Ltd is a state owned and controlled non-profit limited liability company established by law and operating under the ownership steering of the Finnish Ministry of Employment and the Economy VTT is a multitechnological research organisation providing high-end technology solutions and innovation services.

Sustainable development requires an integrated approach to policy and science because many of the issues it raises cannot be addressed within a single department or using the tools of individual scientific disciplines. This is where the Wuppertal Institute's research programme begins - by taking an interdisciplinary approach and working towards systems understanding.
