SOLUTIONSplus global e-learning program on electric mobility
This course programme enables organisations from the public sector to learn about the concept and practical implications of e-mobility. Learners will be introduced to the overall topic, given examples of electric vehicle types and get introduced to case studies on how to implement e-mobility in an urban mobility concept.

SOLUTIONSplus Global Learning Programme on Electric Mobility

The first course of the SOLUTIONSplus global learning programme on electric mobility aims to provide a comprehensive introduction to electric mobility planning and implementation in local contexts.
The course is primarily designed for city and regional authorities, but can provide a solid knowledge base for any stakeholder involved or interested in electric mobility. 
In addition to lectures and material for self-study, a kick-off webinar gives key information and guidance about the learning programme and the SOLUTIONSplus project. Virtual exchange sessions are scheduled to accompany the course enabling interactive discussions with and among participants.

This unit contains the following elements: 
1) A global overview: the sustainability challenge
  • Global sustainability challenge and key trends
  • Global policies and agreements
  • E-mobility as a solution to decarbonising transport​

2) Regional contexts​
  • Presentation of regional contexts for e-mobility in Africa, Asia, Europe, Latin America and the Caribbean​

3) Getting e-mobility right: Opportunities and requirements​
  • Key factors in e-mobility planning and implementation
  • Identification of challenges and strategies for deployment​

4) Sustainable urban mobility planning as policy framework​
  • SUMP as planning framework for innovative mobility solutions
  • Methodologies and tools to facilitate decision-making

The e-mobility eco-system: stakeholder needs and requirements

This unit will contain the following elements: 
1) Integrating energy and mobility​
  • Identification of stakeholders
  • Discussion of challenges, opportunities, partnerships, intersections and barriers​

2) Roles involved in e-mobility​
  • Integration of activities, resources and competencies
  • Mapping roles, interests and responsibilities
  • Assessing needs for skills, resources, infrastructure and institutional structures​

3) Assessing and planning according to fleet operator / user needs ​
  • E-mobility fleets and requirements for diverse stakeholders
  • Collection of main barriers and attraction points for stakeholders

This unit will contain the following elements:
1) Integrating e-mobility in SUMP principles, phases and steps​
  • Key steps and factors on planning for e-mobility
  • Good practice examples and tools
  • Emphasis on local and regional strategies​

2) National urban mobility policies & investment programmes​
  • Guidance on institutional set-up and national frameworks
  • Analysis of support required and good practice examples​

3) Suitable financing schemes for e-mobility​
  • Sources at different government levels
  • Analysis of service affordability and potential barriers to address
  • Identification of market drivers and set-up of public-private cooperation strategies​

4) Organising for successful e-mobility​
  • Setting-up a conducive environment for e-mobility
  • Driving factors at the policy, institutional, financial, strategic and social levels

Course 1 - Unit 4  
​What does E-mobility look like on the ground?
05. April - 30. April 2021
This unit will contain the following elements: 
1) Policy measures and incentives​
  • Policies for sustainable passenger and freight transport, including UVAR, LEZ/ZEZ, MaaS, parking schemes, vehicle classification, delivery vehicles, private vehicles, emission reduction specification (e.g. fleets)​

2) Charging infrastructure planning in public areas​
  • Overview of requirements and key success factors to plan charging infrastructure for freight and passenger transport
  • Guidance and practical experience on successful roll-out​
​
3) Procurement of e-mobility​
  • Guidance on procurement efforts towards e-mobility implementation (e.g. city fleets), including initiatives, regulations and key actors (EC’s Clean Vehicle Directive, EAFO/STF)​

4) Promotion, communication, cooperation and marketing​
  • Guidance on proper local communication and awareness-raising
  • Know-how on cooperation and peer-to-peer exchange
