SOLUTIONSplus will engage and support start-ups to contribute to innovative business models and plans .  
The support for local innovators goes well beyond the seed funding, it will also include:
  • Support local start-ups to experiment with the SOLUTIONSplus business plans.
  • Organise local hackathons and start-up events to strengthen the partnership between local companies with European innovators and industry partners. 
  • Opportunities for project partners to act as customers for the services and the products of identified start-ups, or to act as (co)investors in these start-ups. 
  • Pursueing scaling up and replicating business models  to increase their potential revenue basis after the end of the project.
  • Including start-ups’ activities in the catalogue and focused marketing communication to increase their visibility.
  • Elaborate renewed business plans  for potential scale-up and investment opportunity or/and to offer their upgraded products and services to the partner community, acting as potential customers.

SOLUTIONSplus will produce a scalable and harmonised toolbox for advanced implementation, management and operation strategies of efficient e-mobility solutions. This toolbox will build on tools developed by some partners' projects such as ZeEUS, ASSURED, ELIPTIC and others and will be adapted to the local contexts in Asia, Africa and Latin America.
The SOLUTIONSplus toolbox will be the key repository of the project spanning across all the work packages, providing: 
  • Impact assessment tools,
  • Capacity building material,
  • Summaries of business plans and models,
  • Summaries of e-mobility innovations tested in the demonstration actions,
  • Design, operations and management tools for different e-mobility solutions,
  • Provide information financing institutions and funding options.

The toolbox will be developed in an iterative approach (living lab based), and the toolbox will be elaborated and improved based on the experiences gained (feedback loops) from the demonstrations as well as the findings from impact assessment. The toolbox will be divided into two modules: “Models and Assessment” and “Planning and Implementation”. The Models and Assessment module will contain an inventory of state-of-the-art and openly accessible simulation models to address strategic transport and energy systems modelling that includes planning, management, optimisation and impact evaluation of electric vehicle services and infrastructure. Dedicated tools e.g. for air quality impact assessments, multi-criteria analysis, cost-benefit assessments, e-logistics, heavy-duty vehicles, energy assessment and management, vehicle testing, e-buses, charging and operation, efficient e-bus operations, vehicle-to-grid solutions, prototype development, e-mobility services, access, electric 2- and 3-wheelers, user acceptance, economic opportunities. The Planning and Implementation module will consist of business plans, good practice examples, operation, planning and management tools.

Regional trainings and exchange will be facilitated linking the capacity building directly to the other key activities of the project, such as the business model development and the demonstration actions. This  will be facilitated through the regional platforms  and link directly to the demonstration actions. Through trainings and workshops, the regional team will exchange on relevant topics, challenges and opportunities related to the innovations tested in the Living Labs. The regional exchange will allow for a synergistic giving and receiving of knowledge, skills and experience between the SOLUTIONSplus project partners and local-level actors in the region. The regional teams will engage partner cities and seek support from thematic experts in trainings directly related to the demonstration activities. 
Global trainings
In close cooperation with the GEF-7 sister project, a global capacity building programme targeted at decision makers, practitioners and businesses will be implemented. Selected conferences, in which SOLUTIONSplus members are active, are targeted as platforms for regional and international trainings such as Clean Air Asia’s Better Air Quality, ITF/OECD’s International Transport Forum, SLoCaT’s Transport and Climate Change Week, UN Environment and UN Habitat Assemblies, World Urban Forum, the climate Conference of Parties (COP), UITP’s Global Public Transport Summit, Transport Research Arena, Transport Research Board, ITS congresses and others. 
SOLUTIONSplus partners will also select training centres and involve them in the process to develop their methodology and knowledge for future interventions (including beyond the project’s life time). The train-the-trainer activities will involve potential trainers among local associations and networks.
As part of this task, experiences and good practices arising from the cooperation with cities and regions across the world will be compiled. These good practices will enrich training sessions with practical examples of deployment of e-mobility and they will contain a description of challenges, solutions, business models and approaches to deployment. Regional experiences from  will be adapted to be part of the training material and will be integrated also into the SOLUTIONSplus toolbox.
In addition to the on-site trainings and workshops, the SOLUTIONSplus will also develop a self-paced eLearning activity (following the successful example of CAPITAL eLearning project) that will enable stakeholders globally to participate in knowledge sharing activities. In addition, webinars will be held by experts in the field and the recorded webinars will be shared as learning material for the eLearning participants. The Mobility Academy and other partner platforms will be used for the SOLUTIONSplus eLearning. This activity will be reported upon in the eLearning report.

Two-fold objective:
1. preparation of testing innovative business models in the context of the demonstration actions; and
2. establishment of business plans to sustain these activities on a commercial basis beyond the project’s lifetime.

Business model development tailored to the user needs in the partner cities
The business models developed will provide the initial project concepts for demonstration activities. They focus on the local and international value chain and highlight opportunities for local businesses as well as the European industry. The business model development will be carried out by teams of research and industry partners established.
Business models are a building block for the implementation of demonstration actions along with national policy initiatives, international competition assessments and European research and development cooperation programmes. Inputs from industry, city, operators and finance partners to the business models will be vital for this task. The business models are smart combinations of technologies products and marketsof the use cases, in synergy with local market specifics and needs. They aim at creating economically feasible business opportunities.  Target groups are informed about various innovative ways of engaging users and making the e-mobility options attractive to use. The options will be developed and designed to benefit all the target groups involved in the business model.
By bringing the industry partners and local businesses together, this task aims to develop business models that enable the implementation of solutions that fit the need of the cities. In this task, the development of business model will include:
• Gaps analysis: A detailed local market analysis for gaps and opportunities for implementing a solution that fits the needs of the city; the current situation, the climate ambitions of the city, existing efforts on sustainable mobility as well as the expected results.

The potential for realising sustainable mobility and transport as well as the expected impact, will be assessed;
• Needs assessment: Engagement with the partner cities and local stakeholders on the key requirements on e-mobility solutions;
• User behaviour: Analysis of current and projected mobility user behaviour;
• Local and national policy environment: Assessment of the local (sub-national) and national level policies affecting e-mobility (vehicles, integration and services);
• Linking local and international businesses: Exchange between local and international businesses will be facilitated;
• Mentoring: provide technical expertise and knowledge support to local start-ups to transform innovative ideas into technologically feasible solutions/products at a local level;
• Training needs: capacity development of local businesses and partner cities will be identified and addressed in WP2.

Concrete steps towards financing large scale, transformative implementation projects based on the learning from the demonstration activities.
Funding: SOLUTIONSPlus aims to align e-mobility solutions to national frameworks and priorities and will work with national governments on Urban Mobility Programmes that help rolling-out e-mobility solutions more widely across the country. A particular focus for this task will be on the development of national funding programmes for public and shared e-mobility solutions in cities. In close cooperation with the MobiliseYourCity, Euroclima+, IntraACP and the GEF-7 sister project, dialogues with the national governments in the partner countries will be facilitated with the objective of launching dedicated programmes for e-mobility for local authorities and local public transport operators. The demonstration activities in the SOLUTIONSplus partner cities will act as reference points for the national roll-out. 
Financing: For large-scale projects such as e-BRT lines, financing from domestic or multilateral banks and financing mechanisms will be required. The SOLUTIONSplus and GEF-7 projects will work directly with partner development banks, e.g. those involved in the GEF 7 sister project and those involved in the MobiliseYourCity partnership and CAF. As part of the wider programme, financial institutions will be involved early in the scoping and panning of the transformational projects based on the demo actions, which will allow a close alignment to funding priorities and will enable the consortium to address specific requests from the bank during the demo and analysis phases. 
Procurement: The 30 partner cities and national governments involved in the joint SOLUTIONSplus and GEF-7 programme will bring a critical mass when it comes to the procurement of electric vehicles. The project partners will facilitate procurement round tables with providers of e-mobility solutions with a view to negotiate more favourable conditions for local and national authorities. These procurement round tables will be facilitated by UN Environment and will be supported by the regional coordinators.
